New International
Payment Standard

This is an international standard for exchanging electronic messages between financial organizations. ISO 20022 Standard will be active in Kazakhstan since January 13, 2025.

Now, more data must be specified for payments:


• Actual payer — person or organization on whose behalf the payment is made
• Actual recipient — receives money or in whose favour the payment is made
  
  

It is possible not to specify the actual payer and actual recipient if their data matches the sender of the money and the beneficiary

• Country of residence of Sender/Beneficiary — the country must be specified only by RoK non-residents — via the international two-letter country code according to the ISO 3166-1:2016 standard
  
  

The ISO standard makes payments more accurate and transparent. Therefore, it is better to prepare for international requirements in advance

The payer does not necessarily have a bank account, but the sender must. The sender makes the transfer from this account.


For example: when an organization withholds alimony from an employee. Then the organization is a transmitter, and the employee is an actual payer.

• If a transmitter or a beneficiary are non-residents of the Republic of Kazakhstan, it is necessary to indicate country of residence – two-letter code of a corresponding country in accordance with the national classifier of the Republic of Kazakhstan RoK NC ISO 3166-1-2016 “Code for Representing Names of Countries and Principal Administrative Divisions. Part 1. Country code”;
• When a legal entity makes payments to the budget for its separate subdivisions, the legal entity’s name, BIN, address and telephone number are indicated in the payment notice in the column “Transmitter”. In the “Actual Payer” column, a name of a separate subdivision of the legal entity whose obligations are to be paid, and its BIN is indicated.
• The bank transfers money to the beneficiary on the basis of details specified by a transmitter in the consolidated payment order.
• The initiator is responsible for correct indication of the details of the actual payer and (or) the actual (ultimate) beneficiary.
